In my mind, your statement regarding the Dominican immigration laws is irresponsible.  Dominicans have a constitution statue regarding WHO can be a Dominican Citizen.  Who are you to mandate the D.R. to change it?  The reality in the Dominican Republic is a different one than in the United States...  DO NOT EXPECT THE D.R. TO SIMPLY COPY PASTE THE U.S. CONSTITUTION...
